Intelsat and SES, both major users of this spectrum, formed a cooperative body to coordinate vacating frequencies on an accelerated timeline in exchange for financial incentives offered through the FCC's auction process.

Geostationary satellites are positioned at specific longitudes above the equator, and certain orbital slots are prime real estate for content distribution. A satellite at the right position can serve a large population with a single beam. Galaxy 19 holds a slot that makes it a preferred choice for North American broadcasters.
